MIPS helmets have a low-friction sliding layer in between the head and the helmet liner. In the event of impact, this allows the helmet to move relative to the sliding layer. This relative motion redirects the force of the impact, protecting the brain from the rotational force. The MIPS technology has been extensively tested, and is the forefront of helmet technology.
